the actual intended effect is based upon the common russian shoulder launched RPG. these rockets have fins which not only extend during flight but also serve as a triggering mechanism. once they make contact with anything they detonate. the bars and chains are intended to make that happen before they successfully make contact with the main body of the tank itself. since it's consistently being done on nearly every tank that's currently deployed, it appears to be effective.

Yes if you know anything about shape charges youd know if they detonate 1w inches infront of a plate it wony be the same as if it hit it right on. Its all about the gap inbetween the plate and chains. Nailing it right to the plate would work for obvious reasons.

Real answer is shaped charges have to be detonated at a very specific distance from armor to be effective. It has to concentrate a funnel-jet of molten copper (or alloy) with the armour surface at the jet-cone's focal point. The slat armor makes it detonate at a further distance than optimal, turning that cutting jet of molten metal into a light sprinkle over a wider area
