Ignoring the retarded nature of the question, technically yes. There are certain watershed technologies that will make your enemies powerless against you. If you have bows and your enemy has muskets, you can still potentially win. But if your enemy has semi-automatic, smokeless powder rifles and NVGs, you're gonna lose. Being able to launch weapons from orbit is one of those. Basically, if you own space and your enemies lack the ability to fight you there, you've won the war.
