for ex. lets say a sgt. gets a dui out in town.
he can lose rank upon an NJP. but this is strictly command dependent.
if you're a bit of a shit bag, yeah, you may lose rank as well as receive half pay and even have your on base license revoked.
once again, it's all based on your chain of command, and how good of a marine/soldier you are (and how much they like you).

He got demoted because he abandoned his duty. His role in the Mobile Infantry is a Instructor, to quit this to become a infantry grunt is dereliction of duty and to do so is punished by demotion. This keeps dudes from dipping out from dangerous duty.

So. Typically if you go from national guard to active duty you get reduced in rank.

Alternatively going active to natty guard is a promotion.

It's science fiction. Rank is a lot more fluid in the MI than the real world. Look at Rico's rise from private to lieutenant in the course of one campaign. If you want a half-assed rationalization, I'd say soldiers are a lot more expendable in that culture, so they're more willing to take chances on unproven talent. If a new leader succeeds, great. If not, someone else is always in line.

You can lose your paygrade by switching services without it being a punitive punishment.

You can also have been frocked, where you are in a probationary period and do not receive pay of that rank but wear and act in the role of that rank, and if you fail during the probationary period could potentially fall back to the rank Pre-frock, but that incident would definitely ruin any chance of a future career.

When I was in if you re-enlisted while in, you kept rank or got a bonus. If you EASd and later decided you wanted back in, you lost 1 rank. Example a Sgt. became a Cpl. again
