Sometimes you get issued equipment in new camo but still have a lot of your old shit so you use both at the same time. It was a big problem in Poland when we suddenly produced a gajilion OLV carriers in our desert camo and recruits in central Poland would be issued tan-brown carriers and webbing.

Yup, though it's more of a situation / task / freedom of choice sort of things.
If possible, single camo suit is preferred whenever possible. Full snow-suit inna snowy woods is just pure magic, and the summer variant of M05 does not pale in comparison in pine/ spruce tree forests. That are literally everywhere in Finland & other Nordic countries.

If both patterns work reasonably well when you need them, then it doesn't matter because if it fails to work, it would still fail to work even if you completely matched.

Its a supply issue. What you have to understand is that up until the last 20 years we weren't fighting that often in deserts so not alot of desert gear was made initially.
Deserts are generally thoiugh to be hot places so unless and Army has a major commitment ot a war they are only gpoing to produce and issues basic bomat fatigues for all purpose not cold weather or imclimate weather gear because lest face it what government wasn't to spend 100 million on desert cam cold weather jackets or an NBC suit for that matter?? So alot of guys had to bring their own green cam winter weather gear. Iraq and Afghan are freezing in winter, it snows there.
Helmet cam and helmet liners for the same reason. Having something on your helmet is better than nothing so guys who didn't get issued cam covers for their helmets brought their jungle green ones.
