The amount of homemade weapons used to great effect in many, many conflicts cannot be understated. They may not last very long, they're not reliable, and have a shit ton of dangers that you'd expect from making anything more elaborate than a slam fire shotgun in your garage.
The French used improvised (read: homemade) weaponry, the Syrian rebels use it now, and even ISIS put a few brain cells together to get something to work.

You've got to remember that firing a bullet, or a shell, or even a rocket, is really a very simple thing. The complicated parts come in when you care about things as trivial as accuracy, replacement of parts in the field, and safety.

Effectiveness can be measured in a lot of ways. When it comes to goat herding in the desert or ambushing some Natzees in an alley, a homemade weapon can get you by juuuuuust fine. Probably.
