In anything like a post Katrina situation or worse, would there be a benefit to wearing rifle plates to defend against looters/aggressors? How much do they decrease the maneuverability of an in-shape adult male? Do they impair your ability to shoot a rifle normally? I know the best answers would come from me trying a few on, but I'm not sure what brick and mortar store even sells them around me.

The main issue for body armor is the plates, if their not "shooters cut" they'll be square which MIGHT interfere with your hold/stance. For mobility it's not an issue, for starters you WILL NOT DODGE bullets it's better to be armored than fast, and in a SHTF a bruse is far better than a sucking chest wound. If possible go to a airsoft store, they'll have different copycat vests to try out, and even the higher grade ones are GTG for combat use.
I think they would be a nicessity when bugging in. There's no reason to hide your powerlevel when you've waited until they're in your front lawn. Walking around is a different story. You might end up on the wrong side of a good guys gun because you're a scary looking dude walking on HIS front lawn.
As for shooting, yes, they are a bit of a pain but you just train and work around it. Adjust as needed. It's not really an issue. The only real issue would be using steel plates and thinking you can run down your street without collapsing from the exertion because you've never ran with it before. Jogging in the morning every other day isn't the same as jogging with something so constricting, heavy, and cumbersome. It's not a mountain of pain in the ass, just something most people are going to have trouble with.

a lot of people on /k/ insist plates would be useless for any shtf situation but I cant think of a single reason plates would be a bad idea for bugging in which is what you should be doing if possible. If you're going to get plates get ceramic plates, steel plates can be defeated with commercially available loads out of a 16 inch AR (50 gr tsx)
