Nuclear deterence is wonky.
Everyone likes to pretend we practice mutually assured destruction but if anyone ever actually launched nukes there'd be no real destruction because countermeasure technology has come along to nip that kind of thing in the bud. That is, detonate the missiles over ocean bodies. So all nuclear nations act like it's still a thing that we'll blow ourselves up over that kind of thing, only to find it ineffectual and we'll settle down and go back to proxy wars.
We'll likely never get to that point though unless some whackasses who don't understand this actually do it in a fit of fanatical fervor.
