The webm is titled accuracy and I'm guessing this is because the bullet impacts in the dirt in front.
My explanation for this would be that the weapons used are sighted in for say 100m and therefore the POI is low as the bullet should be traveling in the upwards portion of its parabola.

I have seen this in many new shooters who are shooting in close range (sum 20m) at static targets and don't understand why they are missing (too low) with a rifle that shoots sub MOA with precision at 100m.

When shooting a M4/M16/AR-15 less than 300m, you don't have to adjust the sights if you're just trying to hit a man sized target. Also if you did want to changed the point of impact, its much more practical to make a small adjustment to the sights than it would be to develop some sort of mechanism to angle the barrel in relation to the fixed sights/receiver like I think you are suggesting.

Went out on a limb and assumed this wasn't bait and tried to explain the shit as well as my shit vocabulary can. I normally can manage to get 36 at the range.
