An unidentified diver with scuba gear was spotted by a shipboard watchstander at 9am, after evading navy divers and coast guard patrols Naval Station Norfolk pulled their divers and multiple ships used active sonar pings at approximately 11am. The unidentified diver has not been seen since and is believed killed. EOD is conducting sweeps of all piers for potential explosives.
