The last few decades have been mostly big kids pummeling on little kids who can't fight back.
They can make all sort of things, but they can't put their greasy hands in some SAM's, which would be 1000x times more useful for any insurgent movement.

i'm not sure you would even need an active radar. just guide the missile to the general area of the target with passive reflections and then switch to infrared tracking.

i don't think passive radar homing exists. it's either semi active, the most common one when sams use a vulnerable external radar, or active, when missiles use their own radar (but some radar still probably should detect the plane for them to be launched when they can lock)
passive homing is either infrared or tv
