The last Bourne movie really sucked.

If I'm not mistaken Jason Bourne was a Captain in Delta Force. He then volunteered for the CIA program. I think in the movies the CIA approached him and other guys in Special Forces and asked them if they wanted to do more for their country.
But for real I guess just become Special Forces and try and get into the CIA Special Activities Division.
