Unlikely. Volcanoes do produce new islands from time to time, but they're produced in areas where countries already exist, because they're in shallow waters.

The deep oceanic waters away from already existing land are too deep for new islands to just pop up.

50 guys arrive at a remote pacific island. We bring with us one small motor fishing boat complete with a small crane and half a dozen nets, towing a catamaran with sails and oars and a small outboard engine. Between these boats we bring tools, meds, a few small pigs and chicken bought on another nearby island, and a couple of drums of diesel oil. We have a few small solar panels and a small diesel aggregate and batteries. It'll secure us electricity in modest amounts for some time ahead. Of foods we bring grains, legumes and what canned supplies we have room for in what little remains of space. 50 guys with a backpack of personal stuff each takes a lot of room - we might have to add a couple of small row boats to the purchase list.

We are on the shore and all our stuff has been unloaded. The island on which we stand is like most pacific islands; a piece of rock and sand where trees grow on every possible spot. That's good because we now have building materials to chop down, including bamboo and wood and large leaves. To build a camp, Imperial Japenese Army style. That's the easy part. The hard part will be to locate a source of fresh water. 50 guys, warm climate, no toilet paper... we might be needed 50 gallons per day for drinking, vital cleaning and cooking. On islands like this the fresh water is often only rain water since there are no springs or lakes of any size. But let's say we are in luck and find a fresh water pocket.

Dredger here. We make artificial islands all the time, but it's costly.

The "new thing" in the past few decades has been artificial rock creation. Basically, you create rock from what is already in the water, by making it adhere to the metal electrodes. It's often called Biorock, Seacrete or Seament. https://en.wikipedia.org/wiki/Biorock

With biorock, you could theoretically make a solid foundation for whatever artificial island you please, at depths which were previously uneconomical to consider.

Of course, if you ever go full retard and actually try this, I'd strongly suggest you take advanced steps at mitigating the rise of sea level (which will affect all seaborne communities) and potential tsunamis (which your artificial island will by design not be shielded from, since it needs to be away from existing island formations).
