From program point of view Buran was a dumpster fire on gargantuan scale. Soviet military wanted a shuttle because US military was involved in shuttle program, as congress in its infinite wisdom forced military and NASA to cooperate on that program. As result US shuttle became too big machine when compared to NASA's initial plans, that ruined the economic aspects of the program for civilian use. Yet, spy satellites almost immediately grew too big for the shuttle. But as US military and intel agencies had re-usable space launch vehicle, their Soviet counter parts need one as well. After Soviet Union collapsed Buran was quickly cancelled to cut costs of Russian Space program.

Well, if NASA hoped to get funding for some brand new space travel tech, since this was during the 1970s Stagflation, it needed some help with funding, so they made it a DoD project.

One thing about the Buran is that it didn't replace any existing Soviet launch platforms. It was just one me program stacked on top of the Soyuz, Mir, and Solyut. As you had already mentioned, the Soviet economy and government funding was on the decline, and after the Russian Federation succeeded the old Soviet Union, economics got even worse in the 90s, and the Buran was quickly killed with 5 prototypes built.

Sadly enough, one of the abandoned hangars collapsed in 2002 and destroyed the only model that made flight.

it actually was used twice. The second launch was the (successful) Buran test flight, the first the failed poljus launch. The Energija launcher worked just fine, but the poljus payload which was mounted bottom up didn't turn correctly and fired its engine retrograde, thus never achieving orbital velocity.

While buran was quite neat the death of Energija is way sadder in my opinion. Such a capable launch vehicle, and they even had plans for recoverable boosters. The boosters alone were so big that after the fall of the USSR the design was slightly modified in ukraine and fielded as the Zenit launch vehicle.

Yes, but they really didn't do that well. Their Air Force was forced to fly missions in day, in good weather and even then their effectiveness was very limited. Also, the proof of Russian ineffectiveness is in the pudding. They lost a strategic bomber that had been converted to flying stand-off ELINT. Hardly flying in the weeds.
