He means instead of stopping an advance and clearing the minefield with engineers (giving the enemy time to regroup or counter attack) which would result in more casualties overall, his infantry attack through it. The aim being to finish the battle and destroy the enemy as quickly as possible. He doesn't mean his armies just march over minefields.
