Most of that is a Reising SMG, the muzzle device is either a Cutts Compensator off a commericial Thomson SMG or the Civilian BAR variant, or a Poly-Choke. That'll fire open bolt, full auto only. The ATF will in fact have a stroke over it even existing unless it was civilian registered prior to 1968 or dealer registered prior to 1987.

It looks almost like a Voere 2005 open bolt .22, except the bolt handle and receiver are wrong. Almost looks like a Gevarm, but again, the bolt is wrong.

Overall, it's an open bolt .22.I'm sure a shitload of companies made and sold open bolt .22s back in the day, but those two, along with the Marlin 50 and a Remington were the most prolific.

Here's the Model 50. My buddy has one of these and it's an absolute dream to shoot. Still the wrong bolt and receiver though.

Looks cobbled together from several different guns. Magwell looks like an old mossberg one from the 50's-60's. Trigger and guard looks like something off an old stevens. Looks like a 1911 target rear sight. That's a polychoke installed on the front.

If you can find a mag, I can probably tell you where he sourced those from, but considering the likely age of that gun it's going to probably be a Mossberg type mag (ex: 152 magic mags)

These will run you about 30-80 depending on which type you get last time I looked.
