No, they couldn't. Only nine countries have nukes to begin with. Those are generally the ones that could actually pull this off (except North Korea and maybe Israel, but I think Israel could if they REALLY, REALLY wanted to, like they found Hitler's moonbase or something. I have a "bunker". It's a positive air pressure space that can sustain my family and twice as many people for years. We have food and a grey water system that will provide what we need to survive. We also have a couple thousand hours of electronic entertainment and a very nice library.
Medical supplies and don't forget the ever important feminine needs cause happy females means we don't walk on needles.
Our "bunker" would never be found by anyone with out prior knowledge of it's location. We have over 65,000 square feet of greenhouse space and can feed 12 people on a constant basis after 5 months of seeds in the ground. It would be great to keep bees under ground to help save us from cross pollination of each individual plant but bees can't survive long underground.

So it doesn't take millions of dollars to be ready to be invisible for a a year or so which is the accepted time table for restarting society after SHTF. It will take about a year to get the population down to a low enough level that we can start rebuilding.
Until then it's simply hell on earth.
