The philippines have been taking in muslim refugees for a while. Current duteutre even welcomed more, so maybe 15/20 years ago they had less than 2% muslims, and recently it's 20ish last I checked. Removing them is probably the only solution I can think of. From what I've read the muslims act like an invading force who is constantly at war with the philippines, so maybe just acting accordingly will get positive results.

Mostly apathetic, since we don't really think highly of the people on that part of the island. We had a festival 2 years ago here that had a lot of people from that part going here to sell their stuff. I worked on a project with a defense-prime on improving the Philipine Navy's C4I infrastructure/delivery (ie. so the US didn't have to do all of the heavy lifting dealing with China in the SCS), and the project was a clusterfuck of even trying to get the Philipinos on the phone/email/anything to discuss publically-available info. We had a GREAT, fucking best-in-class product, and it turns out that the grant we were working to get (The Maritime Security Initiative - MSI) was literally just US Taxpayer money all over again. We were eventually shooed away when the US military just FUCKING GIFTED the Philipinos the exact product we were trying to upgrade their systems with.

(1) No money
(2) Poor political cohesion re: getting involved in a shitflinging fest with China
(3) No pressing sociocultural pressure - still worried about domestic issues
(4) They buy stuff with US taxpayer dollars anyway.
