They still are, the Chinese still have to make several technical and organizational leaps to be on the same level as the USA. They also haven't really been able to test or refine any of their methods or technologies in large scale conflicts. That being said the exercise enough though it's hard to say how much of that exercising is posturing and how much is hard work trying to do away with bugs and other hiccups.
On top of that they really don't have combined arms down like the US does or networking like the US does, or the leg up in stealth that the US does. Right now they're committed to what can only be called asymmetrical parity. T
