Start a bunch of riots, gather a bunch of violent but inept activists and students to brainwash others and indoctrinate them into my cult. When the numbers are right and we've infiltrated enough schools and industries, we should be able to control laws and public opinion, and gain massive numbers of followers, especially among the empathetic youth.

Then it's just a matter of getting the right opening and having the right riot that grows into a groundswell movement that even ordinary people are upset enough to support. So it's important to publicize every potential tragedy and really ham it up, because if it turns out that The People want to rally behind that one, we have to lead the way. So every gangbanger and psycho and liar will be our hero until we find the one who really IS the angel we claim them to be.

If a civil war is in its initial stages, I would assume many in the military would doubt the rebels could succeed, say Navy seals feel this way and wether willingly participate in missions against the rebels
