Not same, for example its missing the splitter. Also look at the nose and the tail profile carefully. There's probably only one optimal aircraft shape for given preconditions, so they look similar.

Looks like a non-flyable mock up.

They say it has two engines more powerful than the F-5 jet but that the trainer weights half as much. I bet it would tear itself apart if it ever flew.

Looks like the sort of thing that 50s airforces would have considered a low-end trainer. Really, a country with Iran's resources should be more than able to cobble together a trainer a bit more sophisticated than that.
