dunk them in motor oil or diesel, let it soak in a little then unscrew the fuses, clean out any "material" that may be inside, then very distantly from the bodies and any material pull the pins and toss the fuses. then clean and reassemble.
they are probably inert already but it's the sort of thing you want to be careful about.
people rarely have them loaded because the requirements for storage are onerous. even if you're down for all the taxes and paperwork, getting them legal once they already exist is pretty tough to impossible.

I came into an old rusty smoothbore with no markings whatsoever. I measured the bore diameter at .793in, which is just shy of a 9 gauge.
