Might be tough to get enough energy out of that to work a blowback mechanism.
Best bet would be a simple bolt action, you could probably make one that only needs the bolt handle to lock into the receiver slot to safely lock it.
Hell, with a heavy bolt and a relatively strong spring, you could probably use it as a straight-pull.

First off, check what calibre your nail gun blanks are. Ones I've seen are all .22.
Secondly, get some and see if you can't just open up the crimped section, and skip the extra brass bit. Because that'd make a lot more sense.

Those nailgun blanks are really hot, and do work great as ammo.
I made a shit zipgun that fired .22 pellets with .22 nailgun blanks. You can make a sort of .22 short if you get a pipe cutter (those small ones with a adjustable blade you just tighten and twist) and cut the crimp off.
The blanks work exactly as a .22 would. Pic related.
