The Parking garage itself is very likely a veritable fortress with multiple defensive mechanisms for keeping out undesirables (it's an embassy, defenses had better be there). the entrance itself would not be too difficult to track down. start by identifying a few of the employees who work there (low ranking employees are best since they don't believe themselves to be targets). the employees that will prove to be the most easily identified are the types who like to exercise during lunch. these will walk to their favorite restaurant, enjoy a good meal, and then walk back. the prevalence of camera's in today's society (cell phones as well as standard cameras) will make initial image capture fairly easy. especially with the idiocy of selfies and documenting meals on instragram, even the most paranoid wouldn't think twice about that level of (pretend) idiocy. from their match the image to their social media account (they have one) and from that you are likely going to be able to acquire their home address, and a lot of other information that may prove useful (including associates such as fellow employees for more info). seriously there is no way to overstate just how much information people willingly provide without thinking about it.
regardless, the piece of data you actually want is their license plate (picture of the car they drive wouldn't hurt either). this is obviously a healthy amount of footwork but once you know what their personal (or carpool) vehicle looks like a team can easily follow said vehicle to the parking garage (and that's how you find a "secret" parking garage).
of course you can bypass all of that if there's simply a sign somewhere that says "embassy parking garage."

Trucks are pretty heavily monitored in Londonstan, but you could probably steal some or drive them in from the country. Large quantities of Hi-ex is another problem, since most of the bombings recently have been frag-vests, so ISIL is obviously having issues supplying their agents with necessary materials. I presume you could obtain some supply of ammonia from the countryside and then manufacture a sizable amount of ANFO (blasting caps are pretty trivial to make, so that's not really a concern).

First we establish a line of sandbags, trafic barriers and machine guns on the front (1) and put toyota mounted anti-air on the area marked with yellow.
This will concentrate most of the embassys forces on the front. Then we come in though the tunnel to flank them, after that, enter the building itself where we wouldn't find much resistance.

Send in 2-4 women or children (ideally not middle easterners) with concealed explosives. Have them in the crowd outside the embassy.
Then attack with three cars full of obvious terrorists. Take shots into the crowd, pin them against the embassy. The embassy will, to avoid being seen as murderers, let the crowd in.
The bombers then bomb. Unlikely they'll get to anywhere important, but setting off multiple bombs inside the building in a throng of civilians should be enough.
