If this attached to the gun it would be illegal. Since it doesn't, does it somehow fall outside the purview of the ATF?

I will be interested when I've seen the product get some end user testing, and I see a burst fire mode. If you want exposure for this, send it to some youtubers, not here on a Chinese basketweaving forum. It reeks of cheap scam atm. Not intending to offend.
