Tomino wanted to write a war story but was contractually obligated to write a giant robot story. Compromises had to be made.
Not to stray too deeply into /m/ territory, but I feel like the Core Fighter is the seed for a decent "out" for future writers who need to balance realism with giant robots. Giant robot in space, aerodynamic fighter in atmosphere. Make a pic related-esque kitbash with the rest of the giant robot to use as an artillery piece.

The answer to everything in your post is 'no', mechs (more specifically, bipedal robots taller then 3m) would be completely useless. In the very specific circumstances that a mech /might/ have some sort of role it would be way better to just use a squad of power armoured infantry instead. This is just the way physics work, blame square cube law among other things.
