Not maintaining subs is a soviet tradition. They spend all this effort developing this quiet sub and then treat it like an AK. All the mounts harden and the pump noise get more noticeable year after year.

Reminder that when they returned Royal Sovereign and Milwaukee to the RN and USN respectively, both ships were neglected so severely that they were barely seaworthy. Both ships main batteries were rusted in place, for instance.
