I did a lot or research on cheap reliable guns and I have found the Phoenix arms hp22 to be highly recommended and very cheap. It is made in California.
I would almost rather carry the Phoenix rather than a hi point after the few simple mods like removing the magazine safety.

They're not bad. I almost bought one when I was younger but a friend of mine talked me out of it and told me to get a CZ82. Meanwhile the CZ seized up one day while I was shooting it and the gunsmiths I took it to said they couldn't fix it. I doubt that would have happened to the brick gun.

Since they are so cheap, they are great for a HD gun since the cops could take it away as evidence and then never give it back.
Since it's cheap I would rather lose the hipoint to the eternal evidence locker than something expensive like an ar/ak whatever that costs more.
When I paid $100 bucks for mine brand new it was a good deal.
It's been reliable and accurate, however it just sits on my shelf in the box because I own better guns that are actually fun and cool to shoot.

I wish I lived in the country. The nearest decent range to me is like 30 miles way and no one ever wants to go shooting with me, so I only get to shoot my guns every few months if I'm lucky. I own about 11 of them but I have some that haven't even been shot for that reason. Living in the suburbs sucks.
