So I was just browsing Armslist and saw a Norinco SKS receiver and bolt carrier for incredibly cheap.
Would it be possibly to slowly restore this into something? Are there enough replacement parts out there to build this out into something? Can they be reassembled like an AR or would I need a gunsmith after I find some parts?

its not impossible to get sks parts but it isnt cost effective. would be easier to buy another sks and cannibalize it for parts

you can build one if you really its just going to be much cheaper to buy a complete gun. your going to end up spending like 400 bucks on 75% of a complete gun then a used sks is going to pop up for like 300 bucks.
if you started with half a sks it might be worth it but just a receiver and boltcarrier not really worth the effort

if you have the bolt bolt carrier and receiver/barrel everything else is snap on
convert it for ak mags and use a cheap takeoff laminated stock and youve got an awesome rebuild
