I think 65k psi is doable. Enlarge the case diameter slightly and do that pressure. You'd need a different bolt design but it can be done.
I mean 140 grain is what? 2400 fps from a 16 inch barrel? I don't see why adding 250 fps would be that difficult. I've also read that a Cryo treated barrel can add 60 fps so that's 60 fps right there.
