Wrong about what? Notifying people without escalating the situation? Those options are only available to you if you are currently in a public place. What happens when you are at home and the same things happen, who is going to help you now? The police will wait on you for 15 minutes of their time, not your time for any call that is low escalation/suspicious activity.
