In the original 1995 film (which was puro kino, by the way), the camo is built into her body and only some select bits of gear, so and she needs to be practically naked for it to work. Since it only works for her skin, she needs to wear a veil over her head to cover up her eyes.

In the anime, the tech is built into all of her gear when she's on missions. It also works to cover the skin of an agent who had no cybernetics, so it was essentially changed into a cloaking field, instead of being adaptive camouflage.

Did you actually watch the movie? She was there to retrieve the shell containing the AI. She knew that unfriendly reinforcements were coming sooner than her reinforcements (the heli that dropped her warned of this before bugging out). Once they got there, the shell was going to be destroyed or out of reach forever. She had to do something then or not at all.

It's intended for use against cyborgs whose skin and musculature are basically Level IIA soft armor (which 5.45x18 is good against), and for rapid multiple hits in various spots to disable their redundant systems. Makes sense for what it is, although honestly with the cyberized Section 9 people I'd prefer a machine pistol firing the same cartridge since they can handle the recoil without even a hint of muzzle rise.
