You'd literally have to collect them off the corpses of starved civies. This regime is the textbook definition of running on fumes. As soon as it collapses, all loyalty to it evaporates. This isn't like Iraq where there are pre-existing ethnic/religious divides waiting to boil over into civil war. Remove the generals and dear leader and you have a populace that's too malnourished and accustomed to obedience and capitulation to offer up any resistance to foreign occupation.
