That's not now orbital dynamics work. Think about it, when an astronaut drops his wrench, does it fall straight down to earth? No, of course not. It stays in orbit traveling sideways at many thousands of miles per hour.

To make a rod drop straight down from a satellite in orbit, you'd need a rocket to completely negate that sideways velocity. A rocket that could accelerate the rod to thousands of miles per hour relative to it's current movement, in the opposite direction. That simply isn't feasible. So in practice (not that this idea would ever be put into practice) you'd use a smaller rocket to put the rod on a suborbital trajectory. So it'd be coming in at a steep angle, like a space capsule or ICBM reentry vehicle.
