Both, in my opinion: the guy doesn't look like he's a very active individual, and in the shooting video he demonstrates that he's clearly not exactly adept at using his gun of choice. Not only that, but a 12 gauge shotgun fired with only a pistol grip for a first timer is pretty silly.

Depending on what kind of shotgun shells he was using, pretty beefy. Although even lighter birdshots can still kick pretty heavily, especially for a guy like him.
The best way I can explain it is that he's a frail, inexperienced shooter trying to emulate something he sees in movies. The reason most shooters like having stocks on their 12 gauges is so their shoulder can absorb the recoil of firing it, which is why this kid getting a PGO was a bad choice.

Certainly not the worst choice that this particular idiot made, however.
