I think Henry makes a nice one. Levers are great in .22 because the bolt is incredibly short so the lever throw is short as well. You can rattle off rounds just as fast as a semi auto if you really want to just blast off some rounds and they're just plain fun. If you're getting yourself a for fun, affordable plinker then it might as well be something unique.

Old stock, mah man. Now that .22 is all brand new, the price has gone up a bit. To be honest, five cents a round isn't outrageous in today's economy. You can skip McDonald's once a month and have 500 rounds that will last a little while. If you really care about ammo cost in center Fire calibers, use it as an excuse to start reloading. After initial tooling, you're looking at half cost ammo. Cast your own bullets for pistols and save ALL your brass. If all you're paying for is primers and powder, you're going to have a LOT of ammo to shoot. I ran some numbers, and even buying lead, assuming some 5 reloads per case, I had costs down to around 8 cents per round for nine mememeter. Less if you shoot fuddy five because soft lead is cheaper and easier to find.

Pump generally means you are stuck with shitty tube fed guns, which are objectively horse shit. Shotguns are pretty much the only acceptable tube fed guns to buy as anything other than a curiosity, they got it right.

All in all though, I'd never buy a 22 long gun as an adult unless I had some use aside from plinking. It's just not very fun to shoot. I'd never give up my teenage memories with my 10/22, but I'd have had a lot more fun with an sks or something else that was stupid cheap back then.
