It boosts morale and keeps your enlisted in place because they have something to "aspire" to. Bear in mind that E-9s make less than an 20 something year old O-3.
Some people fall for it, most don't.
The only enlisted jobs that get enlisted ranks like E-8/E-9 at early ages are the SOF jobs. They are also the only E-8s/E-9s that actually know how to do their MOSs jobs.

E-1 is a basic bitch who hasnt even passed boot camp
E-2 is usually given once they have passed basic training and are in their MOS training phase
E-3 is someone who has passed AIT and has been received by their unit
E-4 is the meat and potatoes of the armed forces. Not a leader but you can do your job without supervision(Note: never let an E-4 do his job without supervision)
E-5 You are now a leader who can be put in charge of supervising a team of others doing your job (Note: watch the E-4s, they are all shammers)
E-6 You are enough of an experienced leader that you can manage an entire section of people, teach others to do your job, do staff related functions that facilitate your job or perform administrative functions that are wholly unrelated to your job but need to be done anyway by someone with enough rank.
E-7 You are the senior leader of an entire troop of people doing your job or a senior staff functionary or teaching other leaders advanced details of your job.
E-8 You are the head of an entire detachment of people doing your job or a senior staff advisor.
E-9 You are the head of an entire organization in charge of all aspects of training, leadership and function.

That lance corporal Commonwealth equivalent isn't correct. A lance corporal is second in command of a section of 8 to 12 people. Corporal the commander of that section. A sergeant in command of a platoon and so forth.

That depends on the individual, as there are staff positions available for every NCO rank. There are some dudes that avoid all that shit and stick with line slots throughout their entire career, but usually by the time you make MSG / E8, you're going to have to do some staff time if you haven't already.
E9 is a waste of space.
