MiG-21 was great during Vietnam, horribly outdated in every war after that. Vast majority of MiG-21's shot down were by Israelis after Vietnam.

MiG-23 was just straight shit. Also fought F-16's and F-15's, instead of F-4's like it was designed to.

MiG-25 ironically is one of the best Soviet fighters. Caused massive butthurt by flying over Israel. Shot down an F-18C during desert storm (the last US fighter shot down in air to air combat.) Even hit an F-15 and damaged it once. Performed very impressively when it was designed for nothing other than high speed high alt bomber intercepts.

Mig-29 is overall a decent plane, but when Iraq sends 5 of them against 40 coalition fighters, they gonna lose. When Yugoslavia sends 5 broken ones against the entire NATO air force, they gonna lose. When Eritrea fucks around with Ethopian Su-27's flown by Russian pilots flying the superior slav 4th gen design, they gonna lose. That's the Fulcrums service in a nutshell.

Modern Russian planes are pretty good but are still a decade+ behind, and the gap is growing with every new F-35 being built. Nothing Russia has comes close to the F-22.

Russian planes are poorly built and poorly designed garbage. Russian planes have hugely inflated maintenance costs, while many western planes can get through their entire service life on their first engine. Buying Russian planes isn't compromising performance to save money, its just deferring costs. Here's a graphic showing that mig-29 goes through six times as many engines as an f -16
