If I had to guess, the difference is probably mostly in the software. Hell, as far as I know, C-RAM and Phalanx are the exact same, just with some tweaks in the code to account for the difference in target profiles. Obviously SeaRAM has some mechanical difference becasue it's a missile launcher and not a gun, but I'm guessing there are a lot of parts commonality.
