Will VTOL's with fans in the wings ever be made?
Are they even feasible to be built?
Does anyone have any opinions on how they would be weaponised/built and what roles they would be used for?

Certainly not like that because they're both absurbly small and ruin any aerofoil effect of those wings. You would be hard pressed to avoid that.

Still massively fuel inefficient and problematic compared to something like a tiltrotor or push-prop rotor wing.

No! A standard Jet engine works by compressing air mixing it with fuel and igniting it to create thrust. The bladed fans like what you're proposing are little more than helicopter blades, the size of which are laughably to small to create anywhere near enough down force to create lift. And it's not a matter of how fast the rotors are spinning because there is a law of diminishing returns where the rotors get to a point where they are spinning so fast that they are actually pushing less air than they would be at slower speeds.
