I was a 25B in the US Army. We use the oldest OS possible, because it has had most of the vulnerabilities found and patched. So in a well run organization, the computers should be well protected.

Obviously the NHS is not a well run organization. As they probably spend more time hiring muslims and exempting them from hygiene standards. Instead of making sure their computers are properly maintained and secured.
