that has to do with the framerate of the camera being almost synced to the rotation of the rotors. they are moving fast. this happens a lot with recordings of helicopters.

The rotor is spinning faster than the camera can record it, so instead of seeing every full revolution of the rotors, you only see a fraction of it, which when played back to you looks like the rotors are moving slowly or even backwards sometimes.
