USN has global commitments, PLAN does not, they're always there between Singapore and South Korea doing their thing, it's the USA which has to reduce commitment everywhere else to reach parity in Chinas backyard.

To keep the current balance of power the USN has to expand at the current speed + whatever the Chinese build. And i'm not even touching the issue of PLAN having more lighter boats than the heavyweight USN boats, thus it's able to be at 3 places at the same time while the USN can only shadow one of them.
