I use Tikka, not Ruger, but this looks cheap and seems like it'll do the same thing. You need to be really good with it though and buy good glass which will make it expensive. I recommend .308.

1000yds is actually pretty difficult of a shot, for hunting I would suggest half that, the bear ain't gonna see you at that distance.

Also I guess it depends on what kind of bear you are looking to hunt.
Like a black bear you can take with a .45 or .357 handgun, but they're honestly so timid and scaredy that you can plain walk up to one, slap him on the face and then call him a cuck, and he'll run away in panick. Unless they're being a pest (which they absolutely can be, mind you), then I'd almost feel bad shooting at one, it's like picking on the weakest and smallest kid.

Now, a fucking Grizzly, or Kodiak, there we have some big and meaty fiends, they won't have any of your shit, can't play macho with them, they'll rip off your head and shit down your neck, I'd recommend a real good .300WinMag hollowpoint or a real hot and spicy .45-70Gov't hardcast, if you dare get up close.
