Pictures would be helpful but heres some general things you can do.

First make sure unload and clear
Secondly assess the condition (surface rust, does the action cycle freely and return to closed when released, trigger/hammer works)

If you cannot unload or clear chamber take it to a gunsmith
If its not rusty and appears to be in working order, oil it and its good to go
If its not cycling well it probably needs new springs, oil first and recheck.

Probably nothing, aside from the normal maintenance you'd do to any other object - i.e., cleaning off rust, replacing springs, applying lubricant, etc.

Someone on armslist offered me this 80's era West German P226 with 3 mags and a safariland holster for my Zastava M70 N-PAP AKM. How comparable is it value wise? My rifle is like new, and he's the second owner of the Sig, claiming it has a relatively low round count (~100 by him).

I qualified for my Michigan CPL class with a G19 and I actually enjoyed it a lot more than I expected I would after all the hate it gets. I've also been looking at a 9mm shield, PPS M2, and Sig P250 as other alternatives. Honestly im most heavily leaning between the PPS and the G19 but having to be budget minded is pushing me towards the PPS because of the lower beginning price point and that rebate Walther is running

If you mean stick in that you have to manually work the action, then a bolt or pump action. Revolvers are really simple to operate at the cost of not being as versatile as an autoloader.

Any modern duty/full size 9mm will be fine for a first gun. Polymer striker guns are lighter with simpler function, ie. pull the trigger, gun goes bang. Hammer DA/SA guns are slightly more complex, requiring you to learn 2 different trigger pulls. Steel guns are comfier to shoot, but worse for carry. Go to a store and feel up a bunch of guns to see which one feels nicest.
If you don't feel like thinking and want the boring, reasonable standard, get a Glock 17 or 19.

Sure. Proof of residency isn't required for a private sale in NH either so you'd be good to go. If it's from an FFL then you need some form of proof of residency and a valid state issued ID with a current address. Your electric bill or a rent receipt should suffice for the proof of residency. Whether a hunting/fishing license counts as ID depends on how anal the guy behind the counter is. As a rule, it doesn't, they tend to like driver's licenses.

Can a verticle shotgun with no pump action, like a John H Browning (pic) be made into a sawn off shotgun? I always see horizontal barreled shotguns being modified this way to hid under long coats act but never a vaient like this. Why? Will it explode?

If it could be done I think it would make a great CC once you make a decent holster for it!

Yes, it is stupid, bu tonly because you posted the "enhanced" second version of the rifle. You will notice it only has a short rail on top for weight savings. What you need is the first version, shown here. This one has a monolithic rail and will be good for iron sights.

I'd put an optic on it, but if you want to shoot irons, that's up to you. That rifle packs great features and out of the box accuracy for it's price. I really like it a lot, but I cant get over how ugly it is with that big ass Ruger logo in the receiver. It's much uglier in person.

I have an M1A, also glass bedded. Go with the Sadlak. I have the aluminum because I'm cheap and wanted the weight savings. At first the rifle would eject upward, bounce the brass off the bottom of the rail, and jam in the action. This was remedied by replacing the OEM ejector with USGI. The eject is like... under $10 if I remember.

Whatever you do, do not go with the Springfield Armory mount. My gen 3 was off-center. Sold it and bought the Sadlak right away. Bitch locks down tight and right on the money.

Mink oil is your best bet anon. They typically sell it as a shoe care item, it'll slightly darken light leather at first but once it's worked in it looks almost the same. Also works great as a waterproofing agent.
To apply it to leather, rub it on evenly, let it sit and soak in for about a half hour, then rub off any excess with a clean cloth. Use only a little at a time, and repeat every few months unless it's regularly exposed to the weather. Then once a month should suffice.

Common chamber sizes are 2 3/4", 3" 3 1/2".
You can reliably feed shells one size shorter as well.
Rifled slugs are for smoothbore.
Sabot slugs are for rifled bore or rifled choke.

2 3/4" are good for light to medium game.
3" are good for heavier game

It's a hard hitting (not prohibitively so) weapon that will need some special care (grease, ammo requirements, god forbid you shoot corrosive, and wood care) compared to something more modern. That being said, if you're willing and able to take care of it (Plz don't beat it to shit), feed it right, clean up after it properly. It's one of my favorite rifles.

Stupid question, but I'm looking for a cheap, sci-fi style scope (maybe something ACOG-y, something like the scope of the Oblivion rifle, or like pic related's scope) - don't need it to be functional.

I can build one out of LEGO or assorted crap and put scope rings on it if that's cheaper.

Regarding carrying, you can't on base. In the AF at least a lot of bases are moving toward allowing loaded weapons in POVs (normally a big offense though you'd basically have to be getting arrested on base for something else to get caught) as a reaction to Fort Hood and other shootings, but it has to stay in your car. Packing in the office day-to-day will never happen, licensed and concealed or not.
