theyre simply a handheld, magazine fed mk19 built to stupid 80s futuristic oversized dimensions.

They could be built from titanium and to the 40k dimensions and fire a soft-launch 40mm rocket, but would be too heavy and have too small a magazine to make them useful.

I don't see that ever being a real military weapon, rockets don't actually add all that much power, they just keep something in flight for a long time or changing course mid flight

Closest thing to that would be more like a compact javelin, lock onto a target and pull the trigger and send your mini missile away - but ammo cost would be so absurdly high it would really have to be super duper effective and useful

The way I hear it described the jets on bolt rounds are actually meant to stabilize the shot. They're attached to the rear of the round and in a spiral pattern so that the bolt spins in the air. Somehow that's not incredibly cost-ineffective but whatever it's grimdark so I guess practicality isn't real.

problem is, every single round then has to be precisely machined with absurdly tight tolerances, and simple rifling + gunpowder does the job better

I desperately require information on the exact engineering of spess muhreen arms and the anatomy of filthy xenos that make it necessary for these things to work.

As I understand it, a bolter fires fucking huge ass rounds that penetrate and then explode, why is that necessary? Like bunker buster bullets apparently, fucking crazy. All I know about 40k was what I learned from a little bit of the Space Marine third person shooter.

Furthermore, there's other arms that are somehow different from bolters in one way or another. With that kind of firepower on the standard issue bolter, what makes the "sniper" or "pistol" weapons different? Or for that matter, what's the practical use of chainswords and power axes, and what makes them different?

I'm perfectly aware that the philosophy behind this equipment isn't one of practicality. Like spaec mareens aren't known for their superior mobility on the battlefield while minimizing risk to their soldiers or ANYTHING like that, I'm just curious how much thought is put into this stuff.

Pistol blolters are just smaller and the snipers used a suppressed round

The use of chain swords and the such like are used for CQC. Some chapters , such as the blood Angels prefer to use CQC weapons. Chaos marines also, as they like to see the blood splatter

The reason bolter rounds are so big and penetrate before exploding is because bolters were meant to be used agaisnt other space marines and big ass xenos like orkz, tyranids and daemons. Those guys are ruthless killing machines who are so huge, so strong and so tough (either natural "exo skeleton" or artificially made armor) compared to regular humans that using standard small arms agaisnt them would be like shooting bb guns at them. Bolters aren't meant to kill humans and human sized targets. They're meant to kill big game xenos targets dead by causing as much bodily harm as possible.

They could probably be constructed using materials and methods we already know about, since they're basically a small (compared to 40mm) diameter gyrojet grenade launcher with a booster charge that cycles the action, and I'm sure a tracking point scope could be made that works with any cartridge.

The only reason we don't have them is because they're too heavy for an individual soldier to tote around and, without making the propellants and explosives out of crazy powerful space material, they wouldn't do much more damage than plain old .50 BMG. They would severely burn the occupants of a lightly armored vehicle and would probably disrupt it quicker than .50 BMG...but anti-tank weapons would do that job just as well or better. We'd need a military trial to see if thirty tiny HEAT warheads is better in some way than one big one.

TL;DR: they're meant for use on men half the size of a car in full body armor. We don't have anything like that.
