US Navy operates on 5 hours watch 10 hours other duties/eat/shit/shower/sleep, so five men can split a day's watch. This is hell on a sleep pattern.

Civilian vessels do 4 hours watch 8 hours off watch. Requires six men to rotate watch, and is marginally effective at preventing fatigue.

Pilots are required by law to stay under maximum 3 hours watch 9 hours off watch. This would require eight sailors rotating daily but minimizes fatigue.

Apparently you fail to grasp what a "CLOSED NETWORK SYSTEM" is. It would not matter if there was not a single cyber attack firewall in place. Then you misunderstood what the right-of-way rules are about. They're not like regular rules enforced by police because that's how the government wants things, they are rules about making sure everyone knows what to do to avoid collisions, taking into account that boats are hard to stop and don't usually turn quickly.

Because these rules are really about reality and not about what governments would like, warships don't get a say really. There is a thing about pleasure craft having right of way but that's because you expect amateur sailors to be less competent than professional ones, no yacht owner would actually rely on that though.

In ports, the port ships usually have right of way too but that actually is political, the laws of the open sea are different.
