The FBI had been issuing magnum revolvers for decades before 10mm was tested. Considering that .357 Magnum and 10mm are ballistically very similar out of a duty-sized handgun, it's curious that they ruled that the recoil of 10mm was too much for your average agent.

Typical issue was actually .38 spcl which women agents often downloaded to target loads so they could pass quals. You can't really get away with that in handguns because it causes malfunctions where a revolver doesn't rely on recoil to operate anything. This is why 10mm was phased out, you couldn't cheat quals with it.
