Laws like these are about people. Specifically "troubled youths" looking to get deeper into trouble. At some point some young punks started bringing these to fights, and the law makers gave the police a tool to deal with it, because we all much prefer it when the punks are dealt with.

Lemme pre-face things by saying I'm not in favour of them being banned, either.

But when it comes right down to it... only fucking thugs and other assholes want to carry around that sort of shit, because the only useful tool for self defence is a GUN. Knives sometimes end up being legit tools for the act, certainly, but for the most part if you have a knife it's better to run than fight. Which goes the same for brass knuckles, nun-chucks, and all that other shit.

About the only useful weapons for self defence that are banned (aside from guns, which you can't carry for the purposes of self defence anyway) are a collapsable baton or anything else that serves to keep the assailant at a distance, so that they cannot harm you.
