Lemme tell you a little secret:
Everything you just said is complete bullshit. No offense to you, frankly you didn't come up with it, but somewhere the Nork propaganda machine managed to sell this shit to the world at large and everyone bought it. Two major things are in the way of that scenario, first it's distance, second it's the nature of Seoul itself.

Distance is a major factor because that means loads of gun-based artillery, which might have been useful, is now suddenly off the table except for maybe the Koksan system firing off a few salvos. This leaves rocket artillery and I don't know if you're aware, but South Korea has thought a lot about this one and really likes the idea of shooting down explody zoomer tubes. Distance is not a friend of rockets on the modern battlefield, it just increases the time to intercept and definitely the time for detection. Seoul has air raid drills pretty constantly too, the city is absolutely ready to party if the Norks want to go full potato.

Secondly, Seoul has spent over half a century with a target on it's back. Civil engineers haven't done a fucking thing in that city without thinking, "how will this hold up to a bunch of artillery strikes?" Architects consider the possibility of this, right down to figuring out which way to orient the fucking buildings to best survive sustained bombardment. (walk around the city sometime with the DMZ in mind sometime) Everyone's going to be rushing into shelters and fortified areas of buildings, when the rockets come screaming in they'll start bouncing off the top of skyscrapers and exploding on the top floors. Every single time anyone's ever shelled a built-up city it's been a sustained affair because you literally have to whittle the tall shit down before your ordinance starts really killing lots of people.

Again, everyone's huddling in shelters, while the military is busy firing back.

Well! Partly because China wouldn't like it and might actually get in our way without us having a damn good reason to go in there, and partly because it would have some real costs.
