One reason, although I've only heard this in the context of getting a security clearance as opposed to getting a job as a cop, is that it makes you vulnerable to blackmail. Someone who shows a proclivity towards drug use is more likely to get in a compromising situation. That one has always made sense to me versus morality-type arguments.
